Ministry of the Interior, Department of Public Works and Town & Country Planning, Thailand, Does What?

I first posted about the rumour of this deapartment in the Ministry of the Interior about 1 year ago and with another year having gone by and another 20 plus thousand kilometers traveled in Isaan I have still seen no evidence that this department does a thing.
They do have a website and it has an English language translation, (THIS LINK IS NOW DEFUNCT) the part I found most interesting is ” The office of Town and Country Planning Board is an agency of a division. It is charged with providing technical advices on town planning to local administrative authorities, analyzing, examining, proposing preliminary opinion, conducting technical services, and arranging the meeting of town and country planning committee, town and country planning sub – committee and appeal committee, considering ….

requests and appeal of stakeholders and after that declaring the resolution of town and country planning committee including monitoring the implementation of such resolution concerning to agencies or people according to the Town Planning Act.”  I went to the page that lists the provincial offices and found a gold mine of broken links and little or no information. Public planning and zoning has to be public for it to protect the community. From what I have learned after yet another year of asking questions it it is anything but public and another level of Thai Government that takes it’s piece of every job that goes out to bid
